For anyone not aware, yes, an email went out to ATC's but no they are not and WERE NOT EVER included in the buy out offer. The policy did not include ATC at all from the very first second the EO was signed.

According to your link, trump made the offer to air traffic controllers on January 28th, and then rescinded it on February 2nd. The crash happened on January 30th.

So the offer was out there when the plane crash happened.

Beyond that, taking the offer requires those that take the offer to trust that trump will honor the offer. There is 7 months that employees will fail to do their job, with the promise they will not be punished, and in fact will be fully paid. If trump is rescinding offers that people have already accepted, there is no way to trust him.

Clearly trump realizes he made a horrible mistake, and is trying to figure out ways to undo this.
