No. You just made that shit up. If the government turns a profit it does not have to burn the money. Ideally the government should try to make as much money as possible so that it can finance as much as possible using non-tax means.

Beyond that, it's written into the legislation that they have to recoup the funds for the taxpayer one way or the other, so that the program is ultimately debt-neutral (albeit within a 5-year timeframe).
