The ancient Kingdom of Israel (the northern kingdom) had already been destroyed by the Assyrian Empire in 722 BC—over 170 years before the Persian Empire began. The Kingdom of Judah (the southern kingdom, often associated with the biblical "Israel" in a broader ethnic/religious sense) fell to the Neo-Babylonian Empire in 586 BC, leading to the destruction of the First Temple and the Babylonian Exile.

After Cyrus the Great conquered Babylon in 539 BC, the Persians allowed many Jewish exiles to return to their homeland (as described in the biblical books of Ezra and Nehemiah, and supported by the Cyrus Cylinder). The region became a small autonomous Persian province called Yehud Medinata (Aramaic for "Province of Judah" or simply "Yehud"), part of the larger satrapy of Eber-Nari (Beyond the River).

The inhabitants were primarily returning Judeans (Jews), who continued to identify themselves religiously and ethnically as "Israel" or the "children of Israel" in biblical texts.

Archaeological evidence, such as Yehud coins minted in the province (inscribed "YHD" in Aramaic for Yehud), confirms its status as a Persian administrative unit. These small silver coins often feature Persian or Greek-influenced designs and date mostly to the 4th century BC.
