Golfers approaching his property upset his dogs to bark to the point where they have been declared public nuisances. Plumber Rick Froebe decided to make a unique fence out of toilets, bathtubs, and water heaters complete with scarecrows to 'stare' down the golfers. He is calling his creations "plumber art," but his neighbors aren't buying it.
