When you are making comparisons those things are also important.. For instance Texas has a horrible infant and maternal mortality rate... Way behind most every European nation.

The article does not say "best" states or "best run" states (but the headline does). It says the "most fiscally solvent."

Yes, well run states are fiscally solvent, but a fiscally solvent state is not necessarily well run. A state could be fiscally solvent but have terrible roads and education system.
