As for your picture, the person holding it is making a Modal Fallacy. Her example is one of a crime being committed by an individual in society, not one of an action taken during war.

Sure, the police in a crime have to try to minimize their own violence, spare innocent lives, and take the criminal into custody. None of that is true in a war. Once an enemy combatant is identified, blowing the holy fuck out of his hiding place is perfectly acceptable. The objective in a war isn't to bring justice to the other side, it's to kill them, kick the living shit out of them, and make them beg for surrender. Winning, not justice is the objective of war.
