I don't think the government can win on this issue, either. The difference in this and the Pentagon Papers case is that (some) government employees sign an agreement that they will not publish information without prior approval. But, like the Pentagon Papers case, history does not normally endanger national security.

They were an attempt by the Nixon Administration to nail down the facts of the Vietnam War, so they could then alter the narrative to try to blame Democrats for the failure. Yes, Democrats had a fair share of the blame, but Nixon wanted them to get all the blame.

The Pentagon Papers were always supposed to be released to the public, but only after they were severely altered.
