It looks like popcorn to me, it jumps out of his mouth to his bottom lip, travels to the top lip and back down to the bottom. I was trying to see where it came from but if you watch the video posted earlier you can see it come out of his mouth to the bottom lip then stick to the top lip then back to the bottom lip. Weird. I would have wiped it off....
