I have read that Philly has issued laws that will give their cops the power and right to arrest Ice agents if they attack bystanders.
"Philadelphia has proposed laws that would ban ICE agents from masking their identities, require visible identification, and block operations without a judicial warrant — but these measures have not yet been enacted into law. The City Council introduced the “ICE OUT” legislative package in late January 2026, and it is still moving through the committee process."
