It's impossible without cloture.

I think we can get enough Blue Dogs in the house to pass it, but it's ultimate success depends on the Democrats willingness to use the nuclear option. Let's be serious here. Republicans were trying to go nuclear over JOHN BOLTON. Healthcare reform has been just about the number 1 liberal issue for the past 60 years, and there have been about five different times when we were damn close to passing that failed. This is our last chance for a generation. Using the nuclear option here is absolutely justified, even if it means Republicans use if like crack in every future administration.
