Asked if he is principally part of the executive branch, Cheney said, "Well, I suppose you could argue it either way."

So if you can argue it either way, that's how he gets away with being in neither branch, and therefore above oversight of any kind. Which, before this adminstration, we used to call "dictator".

I can't believe he actually said that he's a big fan of Al's. Like Gonzo was a singer or something.

Nope, I have described him as akin to Charles Manson. in that He never did the action (except by accident--- the shooting), but is the agitator who determines the action to be taken.
