Then again.....do you want the Government to have the power to decide, unilaterally, who is and is not a citizen? Though the 14th ammendment wasn't approved until 100 years after the revolutionary war it only clarified the intent of our founding fathers and one of the main purposes was to prevent the Government from using "exile" as a form of political persecution.

There are ways to prevent birth tourism. Mainly by prosecuting the parents. In visa applications they should ask women. Are you pregnant? Then require a scheduled pregnancy test prior to leaving for the USA. The visa would be contingent upon the mother not being pregnant and agreeing to return home if she does become pregnant. If she then birth's a baby outside of this agreement, then prosecute her.
