Does the constitution technically prohibit Universal healthcare because rights not specifically granted in the Constitution are reserved for the states?

That seems to be the case but hasn't the Supreme Court made some rulings that interpret this differently?

wrong premise and question

the constitution does not grant rights, it assigns powers to the federal government. It then lists what that federal government cannot touch, or how it has to touch, specific rights of the people or powers of the states.

Now, if you're talking about the supremacy clause, it only applies if the law in question actually has a basis in the constitution.
