Well, there's an article about it on wikipedia. Congress apparently has the power to issue subpoenas when pursuing a congressional investigation, and failure to comply with the subpoena is treated like failure to comply with a normal judicial subpoena.

The first supreme court ruling approving this use of "contempt of congress" only goes back around 50 years, though, so it's not like a concept that's been present since the founding.

From what I heard it is. Hence the Civil Contempt charge so they can hire an outside attorney to litigate.

I always found the term "Contempt of Court" to be funny, because who the fuck isn't contemptuous of our courts?!!?
