People have heard of insider trading in the Stock Market? Same thing can be done in real estate. One of the local scams here is a local official will leak highway expansion plans to investors, who will buy the land for the purpose of selling it at inflated prices back to the state transportation agency. How to give a kickback to the corrupt official? In this case the investors in this case paid the official, and also hired his son.
There are rumors around town, about other similar schemes, but so far noone got caught yet.
