Improper ppe has never been recommended or allowed with hazmat until covid politics. If somebody got caught wearing a hokey cloth mask around hazmat in a work place, it would be an OSHA violation. Lefties are stuck having to defend the use of improper ppe, so they don't stand a chance debating about it.

I recently read a comment about masks and covid that made me laugh. It said, Wearing a mask to prevent covid is like putting up a chain link fence to stop mosquitos

I'm glad I am not on the side that is stuck having to defend the use of improper ppe for a specific hazmat.

Typically, the employer gets an OSHA violation. As for the employee, rules vary from state to state.
