And what happens to the programs when the initiatives demand 75% of the budget, and refuse to allow the legislature to raise taxes, and refuse to allow debt, even in the depths of a recession?

initiatives passed by 50% +1, taxes by 2/3 = disaster

if the legislature had put initiatives before the voters requesting just new taxes, and those initiatives had not passed, then there would be room to bitch, but they did not

california voters are schizophrenic, they want new programs but no new taxes

the reps are only willing to raise regressive revenue sources like the sales tax and fees
 
education was passed by prop 98 and requires the state to spend like 40% of its budget on education. The other iniatives cover like 30% or so to equal whatever I said, 70 or 75% of the budget. Go look it up.

but the problem is still a lack of discretionary money for spending and no reserve for bad times because the legislation cannot get it together to create such a reserve let alone provide for everything required - and it is only going to get worse

between the teacher's union, the civil servants and the prison guard's union tax revenue is getting squeezed more and more

Where would this reserve get its money from? Would it invest it or just sit it in a box? Because, if it sat it in a box, it would lose roughly 3% a year automatically.
