It was quite hilarious. His alibi just sounded like an outright lie.
Personally, if I get a wet piece of toilet paper on my shoe in a public bathroom the last thing I'm going to do is touch it with my hands. He claimed he wasn't reaching over into the other stall, he claimed his "wide stance" combined with trying to get the toilet paper off is what caused the confusion and that wasn't reaching into the stall.
Likely story.
