Bad. In education, giving illegals who generally do not pay property taxes, nor contribute other taxes locally a free ride means that legal citizens have to pick up the tab for that. Education isn't free, even public education.
Emergency rooms are the same way. They aren't free. The problem there is illegals rarely have the means to pay and aren't eligible for health insurance so the bill almost always goes unpaid. This means that hospitals have to raise rates and fees on their services to paying customers to make up for the loss or they close their emergency room to avoid that loss.
