In 1992, Ukraine signed the Lisbon Protocol and it joined the Nuclear Non-Proliferation Treaty as a non-nuclear weapon state in 1994. The transfer of all nuclear material took some time, but by 2001, all nuclear weapons had been transferred to Russia to be dismantled and all launch silos decommissioned.

Nuclear weapons, and their delivery systems, require a huge amount of supply chains to keep going. The newly independent Ukraine could not create all those supply chains, having only some of them. It would have been prohibitively expensive.

Giving them nuclear weapons would not change that. We would need to give them hundreds of billions in infrastructure to maintain the nuclear weapons. Given that they are at war, and we could expect that infrastructure to be destroyed as quickly as we built it, it might cost trillions of dollars.
