Trump said he would never issue EOs. He is issuing them faster than any president in history.
Of course, Trump is doing the same thing right now. He wants the power to put immigrant children in jail, without end. His plan is to make the immigration system a power unto itself with nobody at all having the power to inspect or judge the treatment.
