No part of the W2 states that you are full time.
What law is it against to have two jobs? There are many part time postal workers, who have W2 forms, and only work hours as needed. They can also be a substitute school teacher. They fill out W2's for both jobs, and could get a call for either on any particular day. It is perfectly legal.
Or being a census worker during the day, and a bartender at night. We could go on and on.
There is an attempt to limit conflicts of interest, but as long as there is no conflict of interest, there is no problem taking a second job.
