The preamble is not an enumerated power of Congress or the executive branch.
Conservatives have spent the last 100 years hollering that Congress' powers are strictly limited to the enumerated powers of Article 2.
Wherever you stole the idea for your post, that is an extremely expansive and massively liberal reading of constitutional authority.

NY sends in something like 19 Billion more then it gets back, and a LOT of red states take a LOT more then they send in.
Some how it has to be evened out a little more then it is now.

I've always been mystified by this claim......is it based on the taxes paid by multi-national corporations which have headquarters there, or simply that the cost of living is so high there that corporations have to pay people twice as much just to get them to live there......

I don't give a fuck who in the state paid those taxes they STILL came out of NYS and NYS does NOT get anywhere back what they pay in .
And you must be talking about NYC NOT all of NYS.
There are places in NYS that are very affordable to live in and people do very well there .
And IMO they should take and make NYC it's own state, take the state line between PA and NY and run it east to the state line and anything below that should become a separate state and anything north be another state.
As it is now if NYC wants something they get it from Albany and the rest of the state gets the crumbs that are left.
And yes I know they pay more in taxes then the rest of the state but they also have about half the states population living there.
I would gladly pay a little more in State taxes to get some more money for our cities and counties to run on in the north and western NY.
