I did almost all of, and was certified, FEMA's Incident Command System (ICS) courses, including the ones requiring in-person instruction, and I will say that FEMA is a thousand times more concerned with the paperwork being correct than getting the disaster under control. Their approach to a disaster is one that is bureaucratic, legalistic, and managerial rather than about mitigation, correction, and restoration.
