No, because a terrorists objective is to change government or society. Were this to happen, Beck would no longer have anything to rant about and lose money and live in an apartment building next to noisy neighbors with a troublesome child. So he wants everyone to be afraid, so they'll keep watching, but not scarred enough to change anything.
