they are betting on winning the whitehouse and congress and want measures either worked on by a lame duck congress or a rep controlled congress

but nothing before the election

no point in starting now, we haven't had a budget longer then I can remeber, just a stalemated CResolution. December is gonna be fun as Sequestor threatens everything in the budget.

The prudent course of action would be for Congressional leaders to meet and hammer out a compromise.
"Prudent" and "Congress" in the same sentence ? -sorry for the oxymoron.
