Gridlock as a weapon

"Democrats took a knife to the Republican 'YouCut' program on Thursday afternoon, easily turning back a procedural vote that would have cut a welfare program.

The much-touted Eric Cantor program, which empowered the American people text message Republicans so they can vote on cutting certain federal programs, went down on a 240-177 vote.

House Republicans used a legislative trick to try to force a vote on getting rid of $2.5 billion in the Temporary Aid to Needy Families fund. To do so, they tried to defeat an unrelated piece of legislation so that they might be permitted a vote on the cut. Democrats have pointed out all week that the parliamentarian would’ve likely scuttled such a vote anyway by ruling it not germane.

Democrats have scoffed at the YouCut program, and some Republicans have privately criticized the idea. Democrats noted that the programs being offered up for elimination would do little to eat away at the deficit. They have also maligned the legislative sleight of hand it takes for the minority to bring the legislation to the floor."
