Even if your parents aren't naturalized, if you are born in Oakland (and your parents aren't diplomats, etc), then you are a natural born US Citizen. Also, her parents were both naturalized...

By virtue of her birth in California, Harris is a natural-born U.S. citizen.

The Citizenship Clause of the 14th Amendment provides that "all persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."

Harris is also on the Senate committee of Homeland Security and Governmental Affairs; the requires passing a security clearance background check.
