The House passed the Spending Bill with Trump Border Wall money in it, but the procedural vote to actually have a real vote failed on the Senate side. Yes, Pence was a tie-breaker, but the ACTUAL vote requires 60 votes. so, in a sense it failed.
So, how did it pass the House when Pelosi said the votes were not there? If you look at previous WHIP counts, the answer is fairly obvious. A predominant amount of Republican "yes" votes, were from retiring or mid-term losing Republican members that likely would not have voted for it otherwise. Since they are leaving, there was no issue with constituent "backlash" and as such were free to simply "tow the party line". They also knew that the votes were not there on the Senate side, so they had very little to lose.
