I wonder why Norway is so different?

Norway is very much a homogenous society. There is also virtually no poverty (<5%), and the gap between the poorest and wealthiest citizens is much smaller than in the US. These are some of the reasons I believe Norway has fewer problems in general.

It still doesn't explain how a group of men, many with very violent backgrounds can be in a workshop equipped with axes, knives, hammers etc. with minimum supervision. Have you heard of the Nordic biker wars?
