What kind of bubble do you live in? Obama did nothing of the sort. The spy agencies have a job of tracking Russian dignitaries in the US, They listen in on them, That is how they encountered Trump's people. They were not tracking them. They came to the agencies.
Steele was paid by the company Hillary hired because he was a English spy specializing in Russia. His function was to find out if there were Russian connections with Trump that merited notice, There were His job was accumulate evidence and tell them what he found.
