Actually, it hit open ground and caused no casualties. There was a warning for civilians who were in bomb shelters prior to the missile's arrival. Shooting down ballistic missiles is a difficult feat for any nation today. The Patriot SAM system, along with Standard, have some ABM capacity.
Israel says that their SAM systems did detect, track, and hit the missile but portions of it continued to fall causing the damage.
