I am guessing the courts will tell us at some point.
The funny thing about the bill is someone can complain about cheerleaders and dance line competitions as being "go go dancers" of some kind and demand they be cited for violating the bill.
When it comes to crossdressing-
Are men wearing kilts in a parade dressing as women?
Is a man putting on makeup for a media appearance trying to be a woman?
Clearly those are performers that are doing something traditionally associated with the other sex.
