The University of Vermont's Sigma Phi Epsilon fraternity is under investigation after a survey surfaced online asking fraternity brothers who they would rape.

The national Sigma Phi Epsilon organization said in a statement that "the fraternity has instructed the chapter to cease all operations, pending further investigation." Adding that "any behavior that demeans women is not tolerated by the fraternity."

Leadership from the fraternity's national office was in Burlington Wednesday working with UVM administrators to look into the survey, which was discovered earlier this week.

"It is technically free speech and yet it is deplorable and just absolutely inappropriate and offensive," Annie Stevens, associate vice president for student and campus life, told the affiliate.

The CDC reports that 20 to 25% of women are raped, or are the victims of an attempted rape while they are in college.

The New York University Student Health Center reports:

1 out of 4 college women report instances of rape or attempted rape.
1 out of 5 women are raped during their college years.
85% of rapes are committed by an assailant the victim knows.
1 in 12 college men admitted to actions which meet the legal definition of rape.
More than 1 in 5 of them admit to becoming, what they termed "so aroused" they could not stop themselves even without gaining consent.

I'm not even going to get into the findings of studies showing the percentage of men who admit they would rape if they could be assured they would not be caught, because I can't even go there, and I hope it's not true. Or of stalking and physical abuse statistics.

Most women who are raped are raped for the first time before the age of 25. A higher percentage of women who are raped before the age of 25 are raped again in later years than women who were not raped before the age of 25. All people who have been raped (there is a shockingly high percentage of men who report having been raped or sexually assaulted before the age of 11) have higher incidence of many physical aliments throughout their lives and are believed to suffer from some form of PTSD.

Is this just good clean college fun?

Are you a fucking idiot who should be put in jail for being stupid?

Frat boy mentality, get hs chicks and freshman shitfaced drunk and take advantage/ rape them.

Glad I was too poor to get in, bartending taught my dumbass what not to do!

I don't think it applies here as Sigma Phi is not the government and they can restrict any branch for any reason they deem fit.

correct, but legion isn't smart enough to figure that out. now...if the university gets involved, then speech would become an issue. imo, this case falls squarely under virginia v. black. seems to me, if they name specific people and this could be viewed as a threat, then the speech is not protected. i can't think of any reason why the speech would be protected, it is not symbolic in the slightest.

True, I can't see a point of disagreement. The college has refrained from interfering in the case at this point from what I have read, but I do think they'd be upheld if they chose to intervene.

In 1993, the frat was suspended after a video emerged showing new pledges being told to tell a racist joke and describe sexual encounters. The chapter was allowed back on campus four years later...

On the fraternity's Facebook page, a commenter who described himself as "one of the alumni that helped get the UVM charter back" after its 1993 suspension said he was not surprised by the latest news. "And I would support any decision to shut this chapter down," he wrote.

A Free Press reader, commenting on the paper's website, wrote: "In an odd coincidence, my little girl was accepted to UVM today. Would she have made the list of girls that the frat boys would like to rape? ... This is simply not OK."

the 'speech' may have been in what the idiots thought of as fun, however, the person or persons whose name appears on that list would definitely feel threatened and i can't see how the list can be anything but threatening. they could have done the age old - who would you like to bed - question, instead of asking who want to rape. purely disgusting. i hope every member invovled is booted.

It's free speech, but still very sick. The college way over-reacted. The suspension is a violation of the 1st Amendment rights of those under it's thumb. Still ... there is no accounting for (or the lack thereof) good taste.

how is it protected?

It's protected from prosecution... maybe. But from the college? Nope they can boot every one of them. Personally I don't think they should be booted from the school but the university should take action. However the branch should be shut out, this is the sort of crap that give most frats a bad name and lead to some of the more repulsive college activities. It's disgusting, repulsive and unexusable.

Not good college fun. I've got two younger sisters in college and one is a freshmen, this is the kind of thing that makes me want to pick up a baseball bat.

then i'm confused as to your stance. protected speech means more than protection from criminal prosecution, it also means the university (not the chapter) cannot take action against them, as the university acts in a government role as a public institution.

They should not be arrested, but removed by the national chapter.... Im all for it.
