Job Increases are the Christmas/Holday Extra Help

I have not seen anyone on TV, who has mentioned that retail Stores like Target/Walmart, etc are now hiring a lot of extra help for the holidays. How do I know, well a friend of mine works at Target, and although their hours have been decreased to about 25 hours, or less a week for the last year, Target is still hiring temporaries like mad for the Holidays, since the beginning of October.
