We’ve done that, it’s called civil law.

Civil law and criminal law, both have their place.

But before someone might run afoul of either civil law or criminal law, if they carry inside their hearts and minds, a code of behavior, let's call it a voluntary "moral law," which is imposed from within by each person, that moral law would serve to prevent so many people from ever getting to the point where they would violate a civil regulation or a criminal law.
