It was an Iranian warship. It would be stupid if they were unarmed when at war with the US. It was a legit target.

During the Falklands War, which Argentina started, the Brits sank the Argentine cruiser ARA General Belgrano killing over 300 Argentine sailors out of over 1000 aboard. The Argentines cried foul! since it was outside the "exclusion zone". Obviously they were too stupid to realize the exclusion zone applied to everyone but the Argentinians.
