Not possible. Knives of any kind are outlawed in the UK.
 
I have been to England more times than I can count, and I do not think they are a totalitarian state. Not even close.

As for complaints about how high the violence is... It is much lower than in the USA. They should not be looking to the USA for how to reduce violence.
