Wait a minute, the guy is blind, dimwitted, and doesn’t speak English. They arrested him, held him, decided they couldn’t deport him, so dumped him at a donut shop nowhere near where he lived without notifying the family. He was last seen walking away from the shop wearing prison booties he was given in jail. A few days latter after during frigid weather when no one could find him he shows up dead outside a sports arena.
And the only crime the guy ever committed were misdemeanors

So, are you telling me this guy couldn't get someone in, say, the donut shop to call his family for him? That he couldn't find a way in a WEEK to get ahold of them? Seems to me, he had plenty of time and opportunity to get ahold of his family and be picked up by them.
