State verifies many sex abuse allegations at Oregon schools​


KATU News has been one of several media outlets in the last few months to report on sex abuse cases filed across multiple Oregon school districts, but the events are not isolated.

State reports show credible abuse allegations in school districts are far from uncommon.

Quarterly reports from the Oregon Department of Human Services (ODHS) Office of Training, Investigations, and Safety (OTIS) show in 2024 alone the state investigated 260 allegations of abuse in Oregon schools and verified 61 of those claims.

Of those investigations, 54 were into claims of sex abuse with 13 of those claims being verified by the agency.

The latest report was published for allegations substantiated by OTIS between April and June and would not include a slew of recent sex abuse cases reported in schools across Oregon.

Most notably the high-profile sex abuse scandal in the St. Helens School District which occurred on Nov. 12. The district has been in the headlines for weeks after two teachers were arrested for sex abuse charges, leading to student protests and district-wide school closures.

The student-led movement was accompanied by parental uproar, at least one administrator's resignation, and 10 staff members now on administrative leave as the district reckons with claims that it willfully ignored abuse reports.

Joshua McGinn, a Covina high school teacher, is charged with the sexual assaults of two female students

COVINA, CA – Los Angeles County District Attorney Nathan Hochman announced today that Covina high school teacher Joshua Daniel McGinn, 41, is charged with committing sex acts upon two underaged female students.

“Prosecutors from our Sex Crimes Division are working tirelessly to ensure justice is served for the victims and their families,” District Attorney Hochman stated. “We also want to encourage anyone who may have additional information or has been victimized to come forward and report information to the Covina Police Department. Your courage in speaking out is vital, and we are here to ensure justice is served.”

Joshua Daniel McGinn is charged in case 24WCCF01182 with four felony counts of oral copulation of a person under 18 years; one felony count of sexual penetration by use of force; one misdemeanor count of sexual battery; two felony counts of unlawful sexual intercourse with a minor more than three years younger; one felony count of contact with a minor for sexual offense; and one felony count of possession of child or youth pornography.

McGinn was arrested on December 18, 2024, by Covina police. He is being held on no bail.

Arraignment is scheduled for January 6, 2025 in Dept. 4 of the West Covina Courthouse.

If convicted as charged, the defendant faces a maximum sentence of 13 years and six months in state prison.

The case is being prosecuted by the office’s Sex Crimes Division and investigated by the Covina Police Department.
