Electors from a state cannot vote for a full ticket from that state. So Electors from California would only be able to vote for Newsom or Waters(both from California). California is the biggest state with the most Electors, so this would make it nearly impossible for one member of the ticket to win.
Democrats know this, and would never nominate a ticket completely from California.
