Do you understand what these cartels are actually doing? They’re not a bunch of friends that get together to enjoy their hobby of butchering people. Their main interests are drug smuggling and human trafficking, so excuse me if I’m a little confused. Is he saying he’ll leave the cartels alone to continue their nefarious activities against America if they just stop killing Mexicans ? Or…what?

Yes, a bit confusing what he is saying. But he appears to be conceding power to the drug gangs.
