The history of rent control says it doesn't work. Instead of keeping rents at reasonable levels, it creates a serious shortage of available housing and drives up the remaining rental price of what is available. It disincentivizes building apartments and rental units and makes construction of homes and condominiums more attractive. That leaves renters with little option if they cannot get a down payment and mortgage established.

Even existing rental units will often times be converted to condos and sold off instead by a landlord who then operates the HOA for the units continuing to make a profit off the now condo owners. Or a landlord might just bulldoze the building and construct something else on the land besides apartments.

Worse, the Leftists in government could try public housing instead. Then you get a crime ridden apartment complex that rapidly deteriorates into a slum.

By distorting the market, and incentivizing alternatives to rental properties, the government simply fucks up the local housing market entirely.

It's just like hiking the minimum wage above the value of labor. Companies my adjust but it raises the cost of whatever they're making, passing that onto consumers.
