I wouldn't allow existing borrowers to go bankrupt because as much as I hate banks (as do most folks I assume) they signed off on those loans knowing they were safe and that's changing the rules in the middle of the game, ergo, not fair.
But henceforth - the banks would be more wary about granting loans to someone going to a private liberal arts university and majoring in Transgender African Studies. And I'd allow the lending institutions to keep close track of the students' grades and how many classes they drop.
In fact, like the TOPS program I mentioned in Louisiana I'd go so far as to make continuing loans dependent on a minimum GPA to maintain.
