Listen "Broken windows" does play a significant role in reducing crime. Though it does little about the source.

If they really wanted to expand on it? They would start with children at school, by cracking down on anti social behaviour, like name calling and bullying, ect...More police presence in schools.

Though the main problem is the source of the issue still remains.Which is bad parenting, poverty, bad influences in our society,ect... like this pathetic gangster rap and promotion of drugs and violence.

Therefore the broken windows program is effective, but for it to achieve optimal results, the sources have to be addressed and dealt with.
