Here's what wrong with this picture.

USPS mail carriers are given postage due parcels from the accountable clerk. The carrier signs for the parcel and then attempts to collect the postage due from the customer.

1. The accountable clerk always writes the postage due on the package. Postage due notices are not written on a Post-it note.

2. Someone down the line would have noticed the return address and the famous addressee and called an Inspector. That didn't happen.

3. Occasionally. you will see an uncancelled stamp on an envelope. It's not uncommon. Carriers and clerks use inked stamps to cancel them out. A clerk wouldn't have missed the fact that six stamps weren't cancelled. The USPS does not deliver packages process insufficient postage packages through a Bilk Mail Center. They won't let 6 stamps Forever stamps go to an addressed to someone to reuse.

Notice that package looks pristine. No bar codes. It wouldn't have looked like that after going through mail processing. There should be smudges, creases, dirt, or and at the least signs of wear or dog-eared corners.
