In a recent speech this was his claim.

Wonder when he will let us see it, is it a secret?

He has changed Nothing in 4 years.

People are seeing it. Young men and women covered under their parent's medical plan. People formally denied medical coverage due to preexisting conditions. Unemployment extensions.

The change is helping the most needy first.

How does passing a law forcing the needy to buy a product from a private entity under pain of punitive taxation help the needy?

Which needy?
There is no excuse for being needy in the USA.

But for arguments sake, what has he done for the needy( forget OBAMADONTCARE) that has only applied punitive taxation to those struggling to make ends meet.
Or is that obamas plan, tax the low income worker and fund lazy bums on welfare, the lazy deserve luxuary, the motivated deserve to suffer?

It helps them because the needy will be subsidized. The real needy, not the guy who "needs" a backyard pool.

Luxury on welfare? Funny how people say that yet still keep their job. If you believe welfare is so great quit your job and go on welfare. If the welfare recipient has it so good and the employed person is suffering but still keeps working then the employed person must be a masochist or mentally stunted. May I ask which one you are?
