It'll never fly. Too many federal employees work under union contracts with built in pay raises. The unions will never allow those contracts to be rewritten.

Obama's action is based on the COLA. The step increases mention in your link are based on statutory law and cannot be changed unilaterally by Obama. They've got nothing to do with union contracts.
