I am reminded of something Abraham Lincoln said to (or about) Gen. McClellan, when it became apparent that McClellan was not disposed to march the Army of the Potomac to war:

"If General McClellan does not want to use the army, I would like to borrow it for a time."

Sorta what is happening with the congress right now. The Democrats are saying to the Republicans who have had total control of the congress and the White House...and done just about NOTHING:

"If the Republicans do not want to use the congress to govern, we would like to borrow it for a time."

In fact, they should borrow it forever, because the Republicans WILL NOT...and probably CANNOT...govern.

They just do not know how to do it.
 
There is no reason to put 5 billion in the bill. The Mexicans are paying for the big beautiful wall. No reason to shut down the government.
