If I recall correctly, the Mayor didn't trash anyone nor directly request citizens to start policing. What he did was point out that a lot of outside demonstrators who start the violence dress in black and arrive together in vehicles and if spotted by a protestor they should copy down the license number to forward to police.

Now what Fox makes of that I don't know nor care, just the way I read it from Oregon news sources

It is interesting to me that the city hands out money hand over fist to BLM and the victims of the day, but that they have been all along asking volunteers...good citizens....to clean up after the nightly riots.
